Pag-Ibig takes over P5-b home loan plan

Home Development Funds (Pag-IBIG Fund) will give P5 billion loan program for members of the government's housing security system, vice president Jejomar Binay said on Friday. The transaction will benefit 1.7 million members of the pension system for state employees.

Pag-IBIG has reached agreement with the GSIS for a loan that allows the fund to manage the pension fund are housing loans, Binay said in a speech during the 5th Philippine Housing Finance Forum in Makati.

Additional measures to enhance the projects carried out by the National Housing Authority, which in turn eight this year and another 32 in 2012, Binay said. These projects are designed to benefit 21,000 families.

"Real Estates are also reviewing their policies to the end buyer financing, financing for development, the guarantee scheme and the secondary mortgage market to funds available for housing," he said.

Vice President said that the Housing and Urban Development Coordinating Council is introducing a national resettlement policy, which aims to establish common procedures and guidelines for the agencies responsible for resettlement of informal settlers.

Along this line, the guidelines for the Community Mortgage Program Socialized Housing Finance Corporation has been revised with a view to increasing the "permanent employment" informal settlers and protecting them from unscrupulous operators.

Binay said that stronger links between key shelter agencies and local governments have been successful in reducing the country's housing gap.

An example of this relationship is a tie-up between the Pag-IBIG Fund and Quezon, which signed a memorandum of understanding to build affordable housing for low-income workers and the informal settlers occupying danger areas in the city.

Similar memorandum was forged between the Pag-Ibig and Ligao in Albay in the Bicol Caravan Pabahay earlier this week.

"Given the key role in local government, actively support the creation of spatial planning and housing office at the local level, who is familiar with the town's needs and resources and will be in the best position to determine the appropriate use of land as well as priorities of shelter," Binay said.
