Whistleblowers Act coming soon: Manmohan Singh

NEW DELHI: Prime Minister Manmohan Singh on Friday said that the government would soon bring whistleblowers to take action to protect the use of the right to information (RTI) Act.

The Prime Minister said, however, that the exemptions under the RTI Act should be examined critically. "There are concerns over the misuse of government act," he adds.

Manmohan Singh called on the authorities to actively disclose information that is not exempt. He said, against the dilution of the RTI Journal.

However, "the RTI should not affect the deliberative process of government," he said.

Speaking at a two-day Annual Convention of the Central Information Commission here, Singh said "we want to make access to information even more effective instrument for ensuring transparency and accountability in governance."

He said that there was a balance of information and for a limited time and resources, with the authorities.

"Access does not adversly affect the deliberative processes of government," he said, adding: "We need to critically examine it. There is a concern that must be discussed and resolved."

It's been on the transparency requirements of the law in certain parts of the government, which feels that the "violation" into action.

Changes in the RTI Act and the exemptions are granted by the safety data, is expected to be discussed at a conference attended by information commissioners.

"Another concern that has been raised that the right to information could end up to give an honest, well meaning officials from giving full expression to their views.

"I think we need to remember here that the perspective brought to the public in open debate, and isolated manner can sometimes present a distorted or incomplete picture of what really happened in the processes to make final decisions," he said.
